Transporting dangerous goods is a complex process that requires careful planning, coordination and management. On the other hand, the increasing trade of hazardous goods around the world also carries out issues and failure to comply with regulations is continuously happening.

In line with this, the General Administration of Customs of the People’s Republic of China (GACC) has ordered a 100-day crackdown on dangerous goods concealment and false declaration.

It follows the mobilization meeting held for the deployment of “Comprehensive Management of Dangerous Goods at Ports“.

Who is GACC?

The General Administration of Customs China is responsible for national customs work. It includes entry and exit inspection and quarantine, work policies, drafting relevant laws and regulations, and formulating customs plans, departmental regulations, and relevant technical specifications.

GACC publishes customs statistics, organizes dynamic monitoring and evaluation and establishes information through a public service platform for service import and export enterprises.

It also investigates and deals with cases of smuggling and violations in accordance with the law, is responsible for the investigation, detention, execution of arrests and pre-trial work of smuggling criminal cases under their jurisdiction, and organizes the implementation of customs anti-smuggling work.

Comprehensive Management of Dangerous Goods at Ports

As mentioned above, GACC recently held a mobilization meeting for the deployment of a 100-day special action program tackling the comprehensive management of dangerous goods.

It requires all departments to take immediate action, implement the arrangements according to various regulations, effectively prevent and defuse the risk of dangerous goods staying at ports, and resolutely curb illegal acts such as forgery and concealment.

The meeting stressed:

Resolutely implement the spirit of the essential instructions of the CPC Central Committee and spare no effort to do an excellent job in customs work safety.

Be highly alert to the safety risks of dangerous goods and be aware of the situation and problems faced by the supervision of dangerous goods.

Shenzhen is mindful of the risks and hidden dangers caused by the detention of dangerous goods at ports and the smuggling of hazardous goods with false and concealed reporting.

To highlight the critical link, by strengthening the organization and leadership, compaction, rapid disposal and precision strike, closely coordinated cooperation, promote the establishment of long-term mechanisms, such as ways to build understanding more in place, process optimization, the mechanism is smooth and more effective enforcement, more firmly, scientific, safe and efficient port supervision mechanism of dangerous goods.

The meeting concluded:

With the sense of responsibility of “always worried”, enhance the political consciousness of security and stability, to carry out the special operation;

Tighten and consolidate the production safety responsibilities of the party committees at all levels, and the main responsible comrades of customs at all levels should personally promote and ensure that all actions are implemented in place;

Strengthen horizontal communication between departments, and truly maximize the effect of comprehensive governance by sharing information, integrating resources and fighting together;

It is necessary to take immediate action, implement the arrangements according to various arrangements, effectively prevent and defuse the risk of dangerous goods staying at ports, resolutely curb illegal acts of false and concealment reporting, and create a safe and stable environment for the successful holding of the 20th National Congress of the CPC.
